why has the price of coffee to consumers not fallen when world coffee prices are cheaper?

i just want a couple of quick points which i can elaborate on in my level assessment.
(would the operating really be the cause of this problem, because i read an answer to question similiar to this and that is what it said)

Actually, in the world of consumer packaged goods, the commodity costs of ingredients is VERY important. While companies will take price eventually towards their retailers (i.e Kroger) and then Kroger will in turn raise their prices to the consumer, the reaction does not happen quickly. So while prices may fall, the manufacturer will keep the price inflated for a while attempting to recoup lost margin on the front end of the price increase. If the prices stay lower, the manufacturer may lower the price to regain a competitive advantage.
